It's a tie between Kommandant/Oberst Wilhelm Klink from Hogan's Heroes & General der Infantrie Albert Burkhalter (also from Hogan's Heroes.) Obviously I used his German title.

Kommandant = German for "commander". It's usually spelled with a C instead of a K, but that's how it's spelled in the show.
Oberst = German for "Colonel"
General der Infantrie = German for "General of the Infantry"
