the first Matrix just had some good tech at the time. Maybe not a full fledged action movie, but it had some very good action elements.

For real action I would say 300
For sheer impact at the time, a toss up between T2, Matrix and Avatar but what defines Action?
Lock Stocks shoot-out ending and Saving Private Ryan opening get the blood pumping so maybe these.
