I failed to understand this sentence "Do note that during this open signup you are allowed to signup from banned countries."

Would someone care to explain it to me, pls?

@Zoom some trackers do not accept signups from certain countries due to reasons that only them know
TheGFT states that during open signups, people from those banned countries can register without problems

So, if someone from a banned country signed up. He'll get banned eventually?

My understanding is they mean exactly the opposite. They can signup from a banned country and not worry.
