Some updates on arcade data torrents

there's been some confusion over the years pertaining to who can and what's ok to upload when it comes to ac data torrents. just to clear the air, the rules have been (for quite some time now i think?):

1. anyone can upload
2. n-1 or earlier only.

yet it hasn't been clear as of late what's really kosher especially with things like exceed gear getting a n-5/6month release here (202112, uploaded here on 20220402), yet something like jubeat festo wasn't uploaded until ave's release despite a couple years of it being out already. specifically with festo, it sounds like communications just broke down at every step while trying to release since nobody seemed to actually have a problem with it as of today.



going forward, staff will make exceptions for non-standard releases on a case-by-case basis.

current release expectations are:
1. n-6mon is fine if the version is no longer the currently running version, or...
2. there are a large amount of updates within 6 months whereby an n-6-versions-ago update is acceptable to release.
3. NO UNRELEASED CONTENT IS EVER TO BE INCLUDED OR DISCUSSED WITHIN SOWS (site, discord, etc.)

ultimately this means use your best judgement and do your due diligence to not get us legal'd. staff reserves the right to remove any torrent files deemed inappropriate or too risky to be shared here. however if staff denies your request for the time being, or your torrent is removed for this reason, no one is stopping you from uploading it elsewhere.

staff wants to ensure the safety and future of the site and has been (mostly) unyielding on no n-0 for that reason - no elitism or gatekeeping. nobody's going to nyaa and policing n-0 being uploaded.

one point to emphasize, staff cannot write up all-encompassing rules of engagement for releases. The rule is more open ended than not for this reason.

a note for #2 above: exceed gear was uploaded 6 versions behind n-0, but that was only 5 months. that kind of thing is more likely getting handled as the exception. 6 releases in 5 months is not exactly the norm but it's far enough back that it's not putting a target on anyone, it effectively fulfills the n-6mon requirement.
