No because 3rd world countries don't care about piracy.
if you mean legal issue.. blocking by isp ..etc
that's right ..most countries in 3rd world don't care ..
I'm from one of them ..and the reason i'm in private trackers ..it's because the materials ..there is a lot of materials one can't even dream of in public trackers .

I know the materials are a big + for the private trackers..
I started using private trackers not long ago
and im going to North Africa soon ( i was in North America)
and i use KAT ( most of the stuff I want are in there)
so i thought i ask :)

Copyright trolls are of no great concern outside of North America and a handful of other countries.
But besides this, there are other reasons to choose a private tracker over public ones, such as quality control, retention and even community participation. But this assuming you can join a top-tier tracker. If a had to choose between a low- to mid-level tracker without too much content or community involvement and a public tracker like Rarbg that's really well managed, I'd choose the latter.
