Different trackers means different staff.
Donations, donations, donations... this is how they make money. GFT is the best example, search for posts related to this and you'll see.
Some trackers have ads, some accept donations (most of the time more than they actually need).
There is a thread on Reddit where the owner of IPT (iptorrents), TD (torrentday) and TTing (torrenting) is quoted from an IRC chat on how much he make running these trackers - "and i take 35 euro/hour for the help."
