When I check the open trackers topics, I always just see some poor ones, which is pretty bad. Do you have any idea about why doesn't the high quality ones opens sometime?

The majority of "top" trackers, use to maintain their hype and overweening attitude by keeping closed doors.
Safety is their argument, but fame, celebrity and resultant benefits are the true reasons.

On the other hand, your thread's title is not correct. Many excellent trackers open sign ups from time to time.
Be patient, and you will see a lot of them as time goes by.

most trackers that open use same stupid design and layout and they never change it for years . how they expect the users to like the site if its not well structured and ugly as ***

BTN , Tehconnetion and PTP...etc have really good design i don't blame if someone only use those trackers , they took advantage of this

This is not always true as some good trackers open for sign up sometimes, but it is not good thing for high quality trackers to open free sign up as to ensure high quality members.
Some trackers forced to shut down after they enable free sign up and this happened last year with TorrentShack before they could recover.

You don't seem to understand the point.
There are not any guarantees that a tracker should open their doors.
Some will do eventually, others will not.
I have joined some very good trackers (of my interest - yours may be different) when they had open sign ups.
If you desperately need a tracker, ask your torrent friends, apply to giveaways, or even buy one invite

After reading what Blitz said it really looks like it doesn't even worth for them to open, because they could get caught for illegal activity
