You must have been away for a while, Amenda. A lot of trackers got DDOS for a few days.

Ya. They are down. It may take a while until the attack is over.
I'm not network pro but I think DDOS is like using lots of connections from all over the world to send requests to the site at the same time until the site cannot take it anymore.
My ISP also got hit once in a while.

Probably from hackers. I don't think governments do such thing.

DDoS usually doesn't last longer than a few days. I'm sure they'll be back up soon.
There's more info about it in this thread:

I know that what.cd's host that also hosts various other trackers have taken down their servers offline completely to work on fixing the ddos problems at the time of writing, when these sites all return hopefully adequate countermeasures will be in place to keep them online which is obviously good news. It could take a while however, but it will most certainly be sorted eventually and we simply just have to be patient. There has been attacks to some other hosts too, E.g. bitsoup.me was down for about 2 weeks, but is now back online with an announcement stating that it's been fixed and they have stayed online for the last few days, so if their host can fix it so can other hosts.

Normally ddos attacks originate from the same people that waste their talents writing pathetic malware, it's not likely to be anything related to the government organisations or anything as sinister as that, these people do it because they can and they get a buzz / kick out of it. It's extremely sad in my opinion.

Attacks often only last a few days or less, but more advanced ddos attacks could last much longer if effective countermeasures aren't implemented as they can be just as if not even more effective by sending relatively small amounts of data that targets more specific vulnerabilities and these attacks are also usually much harder to track down when compared to much less advanced attacks that just bombard the network with massive amounts of data aimlessly.
