Inactivity period (without login) ban per tracker

Inactive accounts for more than 60 days shall be cancelled. Also, users with really low ratios will be banned without waiting the 8 days term and those vacancies shall be available for anyone to register until limit number is once again reached.

There is a limit of 12000 users. When that number is reached we stop accepting new members. Accounts inactive for more than 42 days are automatically deleted, so keep trying. (There is no reservation or queuing system, don't ask for that.)

There are users with last access from 5 years ago and they're not disabled. That rule is old and not enforced.
