i have really a big problem i Called - offline (timeout).
can't download anything from tracker like: TL , ncore , alpharatio

OpenDNS : https://store.opendns.com/setup/?__u...mk=174432033#/

but nothing change.

first start using another utorrent version(2.2.1 build 25302) or even other torrent client
try with other pc or fresh os
if not help then I think in your case that your ISP is blocking torrents
in this case you can try tracker with ssl secured connection like this example in IPT

This will avoid ISP restrictions/blockings in the UK.

i did what you said change my utorrent to 2.2.1 build 25302 and use other client , but nothing change
and whene used VPN it work , i don't like this way VPN slow download and uploaded
so if any way help me

it is your ISP who is blocking you from downloading torrents so try to use SSL trackers like IPT or change ISP
