Nope, they are not owned by the same person.

IPT is the sister site of Speed.CD, TD, ST, Torrenting.com (same owner) but not HD-Torrents (to my knowledge).

i want to try to join revTT through application sign up but I noticed recently that they only require English trackers as proof.
is it not possible to join without english trackers screens or profile?

I suppose if it is clearly written that only English trackers are accepted then I would say no.

If you are really stuck for English trackers browse through the Open Trackers section and spend some time building ratios.
