HDWing Invites?!

Is HDWing invite system open? I have 1 invite and i cant sent it because i get this message:

Currently the site is temporarily prohibit the invitation! Opening hours notice.

I seen some invite giveawys and request for HDWing invites, is it just me who cant sent them? ;)

I think high ranks like uploaders can send anytime their invites not 100% sure
