As far as I know, it is dead.
beAst encoding group (whose home was CNHD before) already created their own tracker:

(It's closed now, but presumably there will be open signups in the future.)

I'm not sure. Obviously there were difficulties lately, like DDOS attacks and a serious staff-account hack. I read somewhere that the owner was caught by authorities, but I really don't know whether that's true. If anyone has reliable information, please it share with us!

By the way 23.net was a sister site of CNHD, and that's dead too.
