I heard from my friends that is μTorrent 2.2.1 is best version so I change mine.
do I need to tell my privet tracker staff ? or its ok ?

You should tell them only if it's on a seedbox running on a different ip than your home. Older versions of utorrent are usually allowed in 99% of the trackers but you might find the odd ones that will require from ypu to upgrade to a latest stable version
