Can some one explain me in tutorial format how to install deluge from SOURCE with command lines,I know it's big ask but I need to install from source file.

Technically speaking no,because after trying that you get new deluge installed deluge 1.3.15 and I need bit older version that is 1.3.5 and for which there should be lesser dependencies and I am not sure what are they suppose to be,I have less knowledge about it's installation,but I want to get this one try,so please explain me about details how to install with dependencies.i need command line and yes if possible small description about what are we doing while installation.thank you guys please some one try to define it.

How does it matters if I use Ubuntu 14,15,16?

It does because ubuntu 15 onwards you have systemd while on ubuntu 14 or less you have upstart services,this will confuse you while installing deluge on VPS.

Can you give me small tutorial on how to create deluge seed box.
