I need recommendations to Dedicated Server to torrents in The Netherlands.

Since you will use the server for torrent download, you don't have any particular reliability requirement.
Then, you might buy a dedicated server with normal pc components (for instance non-ECC RAM, i7 processor - non Xeon), this will make you spare some money.
Try Webtropia, they have good prices.
I wouldn't reccomend VPS at all since they are backupped and have guaranteed reliability, thus they cost more.

Try OVH (just google OVH)

What I understand from his statement, he just don't like high prices but he found VPS more reliable & good at performance over dedi servers.
