    hi @MetalFan
the yellow sign on your wifi means that you have issue with connectivity of your router/modem. restart your modem/router sometime will fix the issue
you wanna build a new pc just for torrenting or also game multitasking? tell me your budget to see which cpu gpu suits you.
    regards

if your ip adress is static you should check your firewall & open udp/tcp port of utorrent on your firewall
To check to see if you're CONNECTABLE (for uTorrent) enter in Options -> Speed Guide and press ,,Test,, to check if port is forwarded properly. If it displays ,,OK,, on a green background that means everything it's working as it should, if not check the steps that you made before.

    this tutorial might help you
How to become CONNECTABLE in your torrent client
