I havent used xp in a long time but from what I remember there should be a hidden account called 'Administrator'. You can log into it when in safe mode or press alt+ctrl+delete at the welcome screen after a fresh boot or restart (just logging off from current account might not do) and type Administrator in account name and leave the password field blank.
Another method: You need to have access to any account other than the 'Guest' account. This method can be used to change the 'Administrator' password too. If guest account is the only thing you have access to, you can still give this a try, if this doesn't work go to google, you will find tons of methods.
In cmd
type this
This will give you a list of all the users account

Now type

net user professionaln00b *
It will ask you for the new password and then to reconfirm it.
You can just press enter both times to take off the password completely or you can also give your own password.
or boot from a live cd/usb if boot from cd or usb is allowed.
if that is also disabled from bios options, you could try changing it if bios doesnt have a password, else reset the bios if you can (take off battery that gives power to the bios)
