no don't do it in private trackers. From your screenshot, tracker communication is blocked (or not working) and proxy for trackers will get you banned. Proxy for peers would work but you don't know the address of the peers.

I'm not able to download from private trackers , please help?
Are public torrents working? Maybe your network hasn't really blocked all the bt traffic rather just the tracker communications. Can you try a ssl tracker and see if it works?
I don't know how the dht packets for bittorrent look like if similar to tracker communication or not, but chances are it is what is causing the public ones to still work.

Universities use programs like Packeteer, NetLogic Microsystems, this software looks at packet connections and can determine if the connection is p2p or not, also the can trottle bandwidth this way.

The most common issues is banned ports on a network, start at this point and if it doesn't work then explore other options.

You can also download a simple port checker to make sure your ports are open
I made the impossible to download from trackers , but no way (
they use a site in filtering some web sites , I guess It's the same that they use to manage the p2p ...

they also block using of ANY kind of proxies :'(

Yeah most ports are usually blocked for incoming connections except a few. If nothing else works, get a very cheap shell account and tunnel all bt traffic through it. By default port 22 is used for ssh tunnels but you can change it incase it is blocked.

He still hasn't said if he's using an ISP from a university or not!

Some shitty routers don't give you permission to change ports, still I don't think this is the problem as with ports closed you can still download and only your upload stats are not counted.

We need more info about your ISP provider, it could even be something stupid like restrictions on your bandwidth, maybe you reached your limited this month.

yeah but tracker communication is completely blocked. If you see in his screenshot, ipt tracker has timed out. He doesn't have the address of the peers. If it's just blocking of tracker communication, he can try using a ssl tracker. I really think this is the case.
I suggested ssh tunnel in case nothing else works. And if the default ssh port '22' is blocked, he will have to ask someone with root access on the server to change the port for him.
Judging from the first post, one can speculate if public trackers work for him which might be due to dht network which means ports arent blocked, just the tracker communication is. ssl tracker might work.
    If it's university network,
    1) try ssl tracker,
    2) if it doesn't work try ssh tunnel for tracker communications
    3) if it still doesnt work, try ssh tunnel for the whole bt traffic.

isps throttle the speeds but they don't block the tracker communication. You would be able to see the peers but uploading to them would be difficult. I have used vpns that don't allow bt. The trackers would timeout but if I manually add a peer, it would work. At other times I have seen getting the peer address but not being able to have any bt traffic going. You need to disguise the traffic as something else for it to work.

Ok I've done some research on your ISP provider and it's plagued with problems, they don't block p2p traffic but a lot of users are having problems with this provider.

    My advice is change ISPs
