Depends really of how much expertise you have, how much customization you need and how much time you can devote to make the site. For very beginners I would suggest Wix, extremely simple and yet clean. Then there is webs, weebly, jimdo giving similar preferences. For blogging sites, wordpress>blogger. But ease of use goes to blogger. For making complex sites, with more customization ability I would still suggest going to tutorial of CSS and HTML 5, photoshop, that way you will learn something new and make much better sites which are in your control.

Agree with heatwave28, it really does depend on what you want to do and how much time you have. For me, Dreamweaver is still the most professional (along with some of the other Adobe packages) but other times I have used just a simple text editor such as Notepad.

I also recommend Dreamweaver.
