I'd have to say that'd be a toss-up between Resident Evil's Albert Wesker (especially his Resident Evil 5 incarnation which saw him burgeon from a cold, callous manipulator into a genocidal Darwinist intent on leveraging the Uroboros virus as an agent of purifying selection) and Street Fighter's Urien, given his perennial obsession with employing the Illuminati's nigh on limitless resources in his bid to develop an army of bioengineered supersoldiers in his bid to rule through fear and terror

All I can say is that Capcom's developers are adroit at creating megalomaniacs who exploit biology for their own dark ambitions!
