Nascar Racing 2003 - the last nascar game from papyrus before EA got the license. That game had excellent physics and a ingame paintshop and replay functions. After the loss of the license the company quit, which was very sad. Even today some people play this game and made updated for tracks and cars.

Gran Turismo for me, i remember doing all the licenses with my old man and older brother in turns.
Need for Speed Most Wanted. Played it for the first time on PsP and honestly to date, even with newer racing games with better graphics on box console, Need for Speed Most Wanted is still the best out there.
If your looking arcade then Test Drive Unlimited. I had so much fun driving around that island. Also some of the longest races and time trials in any games I played(up to 40-60 min race around whole island).
And sim racing the best right now is probably Iracing but I cant stand the monthly subscription and that you have to purchase all cars and tracks desperately. Also rfactor and asseto corsa.

iRacing without a doubt. But it is a money pit, that's for sure. Not for people who are on a budget.
rFactor, Assetto Corsa and Project Cars are good alternatives.
