The invitiations system is still working, but only for VIPs and above. It's disabled for lower classes. I have been able to invite several users since 2015 and I still have 3 unused invitations now (3 being the maximum I can have) so I guess it does grow back.
Before, there was no limit and you could "store" much more invitations. I used to get once a month if I remember clearly.
