The tracker has detected that you have open ports on the firewall or NAT configured, and do not accept incoming connections. This means that other peers in the swarm will not be able to connect to you, only you to them (outgoing connections). How does all this affect the NAT / ICS?
In the particular case in that all computers on the LAN have the same public IP, we must distinguish two cases:
1. You're the only user on the LAN
You should use the same account on all computers.
For Internet Connection Sharing (ICS) is preferable for the bittorrent client go on the gateway (gateway) of the ICS. Slew rate affects the downstream essentially in two ways:

Because the workings of TCP, when A is downloading something from B must continually telling B that it has received the data. (These are called acknowledgments). The overall effect is a combination of the two. The rise should be kept as high as possible but allows acknowledgments without delays. A good rule of thumb is to keep the rise around 80% of the maximum theoretical rise. You will yourself to look for the best of this value. (Remember that keeping the upload high has the additional benefit of improving your ratio.)
If you open multiple instances of a client, is the highest overall upload speed that you must consider. Some clients (eg Azureus) limit the maximum rise, others (eg Shad0w \ 's) do it individually for each torrent. Know your customer. The same applies if you are using your connection for anything else (eg browsing or ftp), always think of the overall upload speed.
Limits the number of simultaneous connections
Some operating systems (like Windows 9x) do not deal well with a large number of connections, and may even collapse. Also some routers (particularly when using NAT and / or firewall with stateful inspection services) become slow or even collapse when they deal with many connections. What is a proxy?

Notice that now you will be browsing through a public proxy, which are typically quite slow. The communications between peers do not use port 80 so their speed is not affected by this and obviously it's better than not connectable.
