Collage Count Correction

There was an off-by-one error in the database and everyone from Power User and up had one less Personal collage available than they were allowed.

This has been fixed and now Power Users are able to create their own Personal collages. Start showing people the awesome music you listen to!

In other updates, the new torrent deletion code is almost ready to roll and we will soon be removing inactive torrents. The new upload contest still needs some code to be written, and realistically, it won't be ready for a couple of weeks.

Remember, everything good comes to those who wait.
