This means that some members have leaked their passkey which resulted in some CHDbits sharing forbidden content to be leaked to the public. The link shows the list of members who got their passkey leaked and are being punished.

This is saying that those certain version of Thunder is able to obtain the passkey of users who did not turn DHT off, it is advisable to turn it off to prevent passkey leakage. Users who had their pass key leaked or DHT turned on will be ban.
