User Cap Christmas

Single episodes downloaded from BTN need to be seeded 24 hours or 1:1 ratio within 2 weeks of snatching and season packs 120 hours or 1:1 ratio within 2 weeks.

There's about 300 users here with over 10 hit and runs.

I've lowered the user cap until all hit and runs are eliminated from the system.

Go forth and tell everyone you know to seed their torrents. If you have invitees, you can spy on their hit and runs here: user.php?action=invite

When the hit and runs are cleared I'll raise the user cap and maybe add some extra space.
