google will ban a given number after 2 uses max.
to generate another gmail account. one of the things you can do is to create VOiP fake phone.
you need to know what you doing in order to build one though.
as you guest it all the phones youll find online already banned. ( if not so it would be useless kind of idea right? )
you can explore Java api to come up with a solution.

I just tried with textnow and got my account verified. Did you select send a voice message? With textnow only voice message works.

You may wish to try this option to bypass Gmail number verification.
You need an Android phone. Follow these steps:
1. Backup all your data, most importantly SMS and Contacts.
2. Backup the installed apps on the external memory.
3. Remove the memory card, so that there is no data about your current account left in the phone.
4. FACTORY RESET the phone.
5. When the phone restarts after the factory reset, it asks for a Gmail email id. You can either use your existing email, or create a new one.
6. Create a new Gmail ID. The signup process wouldn't ask for a mobile number.
