If my friend has an account and he bought, for example, PvZ: Gardne Warfare and installed it on his PC, can I take his User / Pass, login to his account on my PC and install the same game?

Yes you can install it, BUT you can't play it both at the same time.
Only one instance of the account can be logged in at one time, and to play you have to be logged in.
this is assuming you want to play at the same time, otherwise you can play normally but only one of you can play at a given time.
