In mid-March it became known that the Ukrainian Foreign Ministry had prepared a proposal to denounce the treaty of friendship, cooperation and partnership with Russia. In parallel with this, the foreign policy department presented a plan for secession from the structures of the CIS.

Earlier, First Vice-Speaker of the Verkhovna Rada Irina Gerashchenko noted that Ukraine does not intend to break this agreement. According to her, Kiev, on the contrary, "intends to demand from the Russian side the implementation of all its provisions."

The Treaty on Friendship, Cooperation and Partnership between the Russian Federation and Ukraine was signed in 1997. The document was ratified by the Rada.

The agreement establishes the strategic partnership of the parties "on the basis of the principles of mutual respect, sovereign equality, territorial integrity, inviolability of borders, peaceful settlement of disputes, non-use of force or threat of force, including economic and other means of pressure." The period of validity of the document is 10 years with the subsequent automatic prolongation in case the parties do not have any claims.
