MOSCOW, March 7 (Itar-Tass) - RIA Novosti. The Ministry of Energy has drafted the Doctrine of Energy Security of Russia, which lists the main threats to the country. The newspaper "Vedomosti" writes about it, having familiarized with the contents of the document.

The first in the list is "discriminatory policies on the part of the US and its allies." According to the authors of the project, it is based on restrictions on access to modern technologies for oil and gas companies, a ban on attracting long-term financing and the organization of a joint venture with foreign companies.

An example is given by Rosneft, which, due to sanctions, lost one of its partners on the Arctic shelf - ExxonMobil.

In addition, according to the newspaper, energy security is affected by the transition to "green energy", the emergence of new energy exporters and the growth of liquefied natural gas production.

Also, experts of the Ministry of Energy noted the danger due to the depletion of existing fields, the reduction in the size and quality of the discovered deposits and the poor geological study of the country's territory.

According to the report, experts consider economic threats to be "excessive financial burden on fuel and energy organizations" and low rates of infrastructure renewal; scientific and technological - achievement of critical level of backlog in the sphere of science and technology.

This is what can cause non-competitiveness of Russian oil and gas companies, the authors of the project concluded.

Now in Russia there is another doctrine, which was approved in 2012. However, after the introduction of sanctions, it was decided to finalize it.
