"The negotiator is charged with the preparation of a terrorist act and the illegal possession of weapons.The text of the document talks about preparing an attempt on the president of Ukraine, as well as on the first persons of the state in Kiev," the website says.

The text of suspicion notes that according to his ideological convictions, "Ruban decided to commit a terrorist act - to use weapons, to make explosions." It is indicated that his plan allegedly included shelling the Rada building with mortars and grenade launchers at the time when the president would be there. With the help of grenades, the negotiator, according to the SBU, was going to arrange explosions inside the parliament building that would "entail a large number of victims, destabilization and chaos." According to the document, he planned to "kill statesmen, people's deputies" who would be in the Rada, as well as security officials.

It is also said in the text that Ruban was planning an armed seizure of the Rada building, "armed attacks on the dwellings of statesmen and political leaders," in particular President Petro Poroshenko, Interior Minister Arsen Avakov, Popular Front leader Arseniy Yatsenyuk, NSDC Secretary Alexander Turchinov and others, "for the purpose of killing them."
