Google has reportedly messed up with some Pixel 2 XL units by sending them out void of an operating system. After a customer reported the issue on Reddit, others responded with the same alleged problem, indicating another quality control issue.

Units affected by this problem simply show they're unable to find a valid operating system, so the device can't start. Handsets will need to be sent back to Google and replaced.

Google has yet to comment on this particular problem, though it's far from the only issue with the latest Pixel 2 devices. They've reportedly had display burn-in issues, an odd clicking noise, and some people have received packages that don't even have a phone in them.
