then why does the article mention to fill application forms for FSC and ITS??

The only way I know to get invited to iTS is through staff and normally you have to fill out an application which you send one of there staff members on another private tracker site in there invite forums.

invite application for veteran member.there is no "invite on account" except for vip.anyone who want to invite their friend need to filled application.than staff will look at it depend on them to approve or not.they look activity on other forum too.
this applied to FSC, iTS, Exigo.
HDCorea no application link..invite available for member.
but iTS has doing some recruitment in many site.
