As we all know hackforums is basically dead for a few years now because someone used a botnet to ddos the government so it's basically dead regarding any kind of illegal talk even though talking about ddos isn't really illegal
But are there are trackers related to hacks etc with releases/leaked/cracked programs Ddos scripts/tools etc etc?

You are looking for a service doesn't exist. This topic (hacking) is not good to be used in a tracker. There are a lot of forums (as alternative to hackforums) where you can find these info. Some of them are very interesting, you can find a very complete list on link-base dot org.

There are many forums for hacking but no trackers, any hacks you get for free are practically useless as they have been patched. Zero-day exploits are unknown and for that reason they fetch a high price on the underground market.

My advice is if you are new to is this, join a good eLearning tracker they have many video courses regarding hacking, also download VirtualBox and Kali Linux and run two virtual machines one kali and one windows XP as it has many exploits and they are publicly available from places like Exploit Database and you can learn legally and safely by trying them on your XP machine, hope this helps.

If you really want to have a career in Computer Security the best language to learn is Python, I done it the hard way and started with Perl haha

And most of all be safe, it's a very easy to fuck up and get in serious trouble.
