Can i over-seed on what.cd ? in other words is it safe to over seed there... i am a bit afraid because stuff there are very very very strict as you know

I don't know what you mean by over seed? You can seed a torrent for years if you want.

i mean that if i had downloaded an album from SCC and that album is already on what.cd ...can i safely start seeding on what.cd without downloading the album again ?

Yeah you can cross seed there if the file from SCC is the exact same as the file on what.cd, there maybe a few mb's in the difference but usually this is ok.
In my experience its hard to find content that matches what's on what.cd on other trackers, software and apps would usually be the easiest.
