What are the best trackers with pre time for specifically cam and ts and screener files.
I know SCC is one of the best for scene releases but they do not have those bootleg movies.
I would say IPT and TD are about the same with release time.

I don't think that scene releases CAM/TS. So there's no pretime for this kind of releases.

Pre time is good only if you're uploader somewhere else and you need to deliver the fastest releases , modified for your users.Other than that, practically worthless.There is no well defined top of trackers pretime, rankings are ranging from release to release as shown on corrupt, however SCC and GFT will deliver pretty quickly on the average (GFT is a bit faster because it's server are less loaded compared to SCC where massive seedboxes swarm gathers).
