Absolutely yes, and the guarantee i can give you this happen is that : I had 9 accounts on x264.All banneds for ip change.

i can't confirm that, i have already trade x264 account and they works fine

x264 has just a long Country-ban-list (Brazil, Egypt, India, Israel, Portugal, Romania, Turkey)
