MLB's goal is to fix its pace-of-play problem, and it appears the first place they are likely address it is in the All-Star game and in spring training games.
The league has proposed a runner automatically be put on second base to start the 10th inning of preseason games, and to start the 11th inning and every inning thereafter in the midsummer classic. According to the Associated Press, those changes are expected to pass.

MLB games averaged a record 3 hours, 5 minutes during the 2017 season and commissioner Rob Manfred is doing all he can to address the issue. He is also proposing a pitch clock between pitches and a limit on mound visits per inning.

None of the rule changes have been implemented yet, but MLB and the players' union are in deep talks to make changes.

The AP also reported that teams and the union agreed that teams will contribute $100,000 to a Players Trust charity for each minute the average game time falls below three hours next season

Or they can make a $500,000 total gift to the players on the teams with the two quickest game averages and the two teams with the greatest improvement from 2017 to 2018
