TWO sin bins and a whopping 11 penalties — in one half!

Penrith players and fans have been left fuming in the opening 40 minutes of Friday’s clash against Melbourne.

The Panthers controversially had Josh Mansour sin binned in the 18th minute after he raised his arm while competing for the ball in-goal with Storm flyer Justin Olam.

Mansour and skipper James Maloney made their frustrations known to referee Gerard Sutton following the decision.

Minutes after Mansour returned to the action, James Tamou was sent for 10 after the Panthers were warned for repeated infringements.

At that point the penalty count was 11-2 in the Storm’s favour.

“It’s been an incredible first half dominated by that man in the yellow shirt, Gerard Sutton,” Fox Sports commentator Michael Ennis said.

“He’s had more impact on the field than any of the 17 players on each side.”

At halftime, the penalty count was 11-4.
